Please refer to my preceding telegram on this subject, No. 160 of the 1st instant. I took the opportunity of an interview with Na-t'ung to-day to sound his Excellency on the matter. From his replies I understand the intention of the Chinese Government to be the appointment, in the room of Sir R. Bredon, of a new acting inspector-general, and his Excellency left me under the impression that the post may be given to Sir W. Hillier, the latter giving to Sir R. Bredon in exchange his present position of adviser to the Chinese Government.

Though such an arrangement may conceivably be useful as a temporary means of easing the situation, and may pave the way towards our eventually obtaining the appointment of a suitable person to the substantive rank of inspector-general, I cannot consider it a satisfactory settlement of the difficulty.
